Standards & Requirements

*The Uniform Standards of Appraisal Practice
In 1987 the federal government established a detailed list of minimum standards for appraisers, known as The Uniform Standards of Professional Appraisal Practice or USPAP. All appraisal reports must include a signed and dated certification that these USPAP requirements have been fulfilled. The USPAP exam must be successfully re-taken every five years to ensure familiarity with recent USPAP updates and to maintain ASA certification. Among the many stipulations, USPAP requires that the appraiser act as a neutral, disinterested third party that reports the facts in an unbiased manner. These requirements comprise the Code of Ethics and Standards to which all appraisers must adhere.
The Appraisal Foundation, has been authorized by Congress as the source of appraisal standards and appraiser qualifications.ASA requirements for Appraisal Candidate Member:

  • Minimum 2 years full time appraisal experience
  • Four-year college degree or equivalent
  • Investigation of personal and business references to insure business reputation, good citizenship, professional ethics and financial responsibility.
  • Passing of Code of Ethics test
  • Passing of USPAP test
  • Passing of Level one through four of Appraisal education courses

UCI Appraisal Certificate requirements

  • 150 hours of continuing education courses in Appraisal Studies for Fine and Decorative Arts – Internal Revenue requirements for a “Qualified Appraiser”
  • A “Qualified Appraiser” is one who has been working in this field of valuation, has formal education in appraisal studies and is a member in good standing of a recognized appraisal organization.

What do you do when a Donor wants to donate and instrument to your Non-Profit and they need an IRS Qualified Appraisal to receive a Tax Donation Credit (Non-Cash Contribution)?

Or you need a Certified Appraisal Required for Instruments
(Insurance coverage or claim, Expert Witness services, bankruptcy, Estate Planning)

  • Get full Donor Name, Address, Phone, Email, Basic Description of instrument(Make Model Year) Provenance if important.
  • Contact A & D Music
  • The Institution needs to provide a LETTER OF ACCEPTANCE from your authorized Administrator. This letter is the most important document!

It must have date, donor name and address, type of instrument, make, model, serial number, and be signed. THIS IS NOT THE DEED OF GIFT.

Once report is completed, we fill out Parts I and III of the IRS 8283 form with the value and send it to Donor. Donor sends it to institution to have the same person who signed the Letter of Agreement fill out page 2, Part IV and sign the IRS 8283 Form. Institution returns it to donor. Donor files it with tax-return.

  • The INSTRUMENT WILL NEED TO BE INSPECTED IN PERSON.

Either we will travel to an institution, a donor or hire a technician in your area. We travel across the nation for our clients

  • If instruments are at Donor location or yours- We need to be in a well lit room with 360 degree accessibility to instruments. All items surrounding instrumentsshould be cleared prior to inspection.

PIANO TECHNICIAN -IRS or Insurance Appraisals

What does a PTG Member do when asked for an IRS Qualified Appraisal?
IRS Required for-:Estate Settlement, Non-Cash Contribution, Marriage Dissolution
Certified Appraisal Required for Instruments over $5,000(Insurance coverage or claim, Expert Witness services, bankruptcy, Estate Planning)
Get owner-full Name, Address, Phone, Email, Basic Description of Piano
(Make Model Year) Provenance if important

  • Contact A & D Music and send over the information
  • Once ADM sets up contract and retainer is received
  • ADM will send Tech Contract – Send over Resume and Copy of Driver’s License to ADM
  • Give ADM copies of receipts, repair invoices to ADM. ADM Will have you set-up inspection date and time. You should tell client you need to be in a well lit room with 360 degree accessibility to piano. Client should move all items surrounding piano prior to your arrival including items on top.
  • Inspect piano- fill out “PIANO CONDITION REPORT” and Conservator Report (Provided by ADM)
  • Take Clear Well Lit Photos in large format 10m-16m with digital camera not phone. (on camera-reset in menu section) jpeg or tff
  • Receive payment from client or prior.Amount equal to tuning charge.
  • Send over full size individual Photos Required, Piano Condition Report, Signed Conservator Report to admusic@cox.net ALL AT ONCE! Or save all with your reports and photos to a disc and mail that to ADM.
  • IRS REQUIREMENTS state: CAN NOT OFFER TO BUY. CAN NOT GIVE A VALUE RANGE. CAN NOT OFFER TO DO APPRAISAL THEMSELVES.
